The script that actually does the library install checks to see if there's any difference with the existing file and skips if they're the same. See commit d2f4c2b6327832ce59dde5d7741a656b5ff5c46d. Maybe the file hasn't actually changed. Does "cmp lib/libGL.so /usr/lib/libGL.so" print anything?
