The podling process for publishing software releases is at

about Apache Releases is at http://www.apache.org/dev/release.html.
This Jira is to intended to be an umbrella JIRA that aggregates (by linking to)
the JIRAs that must be finished to get to our first release.
This will include, e.g., choosing a version numbering system, finishing our
migration to autotools, and more!
