Given the current build system, it will fail at configure time if a valid 
Python interpreter or JDK is not found. For this reason, I'd prefer to keep 
these things opt-in and require a user to explicitly configure with 
--disable-java and --disable-python and --disable-webui. If no one disagrees, 
can you close this issue Charles?
