"localquiet" mode is not so quiet

We initially allowed users to provide the strings "local" and "localquiet" as a
Mesos master URL to test their program locally, running the Mesos master and
slaves in the same process. The "localquiet" version was also meant to hide log
messages from Mesos, so that only the user's own output is seen. Unfortunately,
it looks like this stopped happening at some point, so now both of them output
all log messages.
