During our recent deploy of mesos @ twitter, we found out that the test
coverage of allocator (esp. DRF) is not enough.
We need more tests to avoid/minimize regressions. Some tests, we should have
Proper resource allocation during
--> Framework failover
--> Framework exited
--> Slave failover
--> Slave restart
--> Slave added
--> Executor finished
--> Task finished
