Intel graphics compiler does not build with LLVM16+ so an older version of LLVM
is needed.

I have just added LLVM 14 to my meta-clang-revival layer and
other changes, so IGC / ICR can have a production build.

This layer also patches the versions of IGC/ICR:
* intel-graphics-compiler 1.0.17537.24
* intel-compute-runtime 24.35.30872.32
It happily works on a CoffeeLake based machine.

All HIP and CUDA samples in chipStar work with Intel Compute Runtime
built with LLVM 14, even the fp16 based ones that previously crashed
with the LLVM 15 based build.
