A lot of sysctl items are dependent upon kernel features that may or may not be
enabled in your kernel config (kconfig/.config). Unlike an all purpose kernel
you'd find in a desktop/server distro, yocto tries to be a thinner build.
Check the doc for customizing your kernel.
