This is to enable access for a couple of specific use cases, as well as generally. * In order to pass the dtb for use with e.g. kernel-fitImage (or some other fitImage recipe/class) * Pass the dtb to U-Boot for use with EXT_DTB (e.g. https://github.com/nathanrossi/meta-xilinx/commit/2ef84e2408696dbd4272177aa94ef73370df8133) Relying on providing the dtb via the deploy directory is problematic for at least two reasons. It might not be there (deploy directory wiped), or there may be conflicting files.
