Historical accident, I think.  We reserved the first 1000 valid ids (1
to 1000) for the standard icons, cursors, patterns, and brushes.  So
stacks used to start at 1001 when dishing out ids and incremented this
value *after* creating an object.  Then we changed the behavior of
stacks so that their id property was the id of the most recently
created object (to simplify the SC converter, as I recall), which
pushed everything up by one.
