Perhaps changing the name to "priority" and having the value be a positive integer, where a lower number means higher priority would be a good idea. No specified priority would mean lowest possible priority.
Limiting the values to what a 16-bit signed integer can handle or so might be useful (eg 30000). Doing it this way you would simply put priority="1" on the mirrors you think should be used first, then priority="2" (or e.g. priority="30", if you for some reason want to) on those after that and so on... Then you can just leave it out on those with lowest prio (perhaps quite a few, if many). What about that? Quite good as it is too, though, but as you said, Anthony, since we are changing things...
