I changed the code already to use the q-values dTa defines.

mirrorbrain.org serves dTa a meta4 with this q-value configuration.
dTa 1.1.x is still served metalink3 accordingly. So mirrorbrain.org
seems to perfectly support TCN.

I spent most of the day rewriting the verification code to use
threads, and implemented partial hashes in the progress.
However only the meta4 parser currently recognizes <ml4:pieces>.
<ml3:pieces> parsing is still missing.
