You are right that only one $t comment is allowed per database.

The main reason we don't allow multiple $t comments is that it is 
convenient for maintenance to have everything in one place. "write source 
set.mm /split" will create it as a file called set-typeset.mm that can be 
edited independently from the rest of set.mm. If multiple $t's are 
scattered around in many different places, we would lose that modularity. 
Once we go down the path of allowing multiple $t's, we can't (easily) go 
back.

We can open up a discussion about the advantages and disadvantages of 
multiple $t's. But even if we decide to go with it, it would take some time 
to code, so it won't solve your immediate problem. For now, you will have 
to edit set.mm (or set-typeset.mm) to add the latexdefs that you need.

As for your error message, if you have "$[ set.mm $]" in your bless-p.mm 
file, I was unable to reproduce it. Perhaps you can provide a simple test 
case that reproduces the problem.  You can also run the metamath.exe 
command "verify markup * /f" which (among other things) will do an error 
check on the $t comment.
