Sounds like the Chinese version of the U.S. Old Woman find.  Government takes 
possession of it because they can and then it is all over for the finders.  
Offer them a tiny reward for a major find, let them decline and then give them 
nothing but grief.  In other words, make up the laws as you go without the 
citizens input.

History has a way of repeating itself.

I wonder what kind of reward the Smithsonian will offer for the first American 
Lunar find when they take possession of it, perhaps $100.00, a cup of coffee 
and a sausage?
