Sorry to disappoint you, but Joel's Iron was named long before there was a NomCom. This name would indeed violate the modern Guidelines for Meteorite Nomenclature had it been found recently. There are other meteorites with similar "grandfathered" names, e.g.. Lutschaunig's Stone, Holland's Store, and my favorite, Slaghek's Iron.
