If you walk around the dealers in Hong Kong (a special administrative region of China) they say there is no problem taking them out. This goes from fossils to antiques. I don't think this is the law but there is no one paying any attention to it.
I do know that Mongolia lets nothing out, from minerals on. Apparently China is easier. However this someone just told me, I have nothing to back it up with.
