Yes, in the US a "0" should precede the decimal point. Precisely so the decimal point won't be missed.
And the sooner we switch to metric the better, unless you like to divide and multiply by 12, 14, 16, 3, 36, 5270, and the like.
Or like to add 13/16, 5/8, 45/64 and 1/7...
Dividing and multiplying by 10 is a lot easier: just move the decimal.
