I'm surprised this paper hasn't been mentioned, yet. Usually, by the time I get the Digest version of the List's posts most questions have been answered by others with quicker access to a keyboard.

Yes but..
I bet 90% of material in our collections was collected from land owned by someone else, or not declared
(I bet most of the PF's collected in the streets weren't declared to the US government, for example)
It just goes with the territory, most geological specimens are extracted from sites, without the owners permission, we probably wouldn't have the science of geology at all if people had thought twice about collecting rocks.
The alternative is few meteorites for sale at high prices and next to none available for research, that would do no-one any good!
Rescue it from the deserts before it disappears I say!
