Hello Greg; I think one of the other list members was close to solving the problem for you. RESERVE, I know i have wanted to seriously bid an item that had a reserve price and to get to the reserve without going over what i could afford i would bid in 10.00 increments until i reached the reserve or quit when i came to an amount i didn't want to exceed.
This may be what you are seeing on ebay.
