Coins do not "have" to be issued by a government, that only qualifies them as legal tender for the government that issued them.

There is such a thing as a bullion coin and although it is usually reserved for precious metals they can be made of any type of metal.

Even if they are made of gold you can't spend one at Wal-Mart but they are called coins
