Thanks for the reply Eduardo. I initially had a mezzanine 3.1.0 project on python3 virtualenv And fabric supported only python2. I did everything from start using a python2 virtualenv and created a fresh mezzanine 4.0.0 project and edited settings to make it identical to my old project and $ fab all just worked and the problem is solved!
