*November 3, 2010* *NEW DELHI*: Delhi cabinet on Monday decided to hand over maintenance of two new homes for mentally challenged people in Dwarka and Bindapur.
The two were constructed as part of a plan to decongest the Asha Kiran Complex after it was found that the latter had 738 inmates against a total capacity of 350. A cabinet committee had recommended that management of the new homes should be handed over to NGOs. The cabinet also reviewed the prime minister's 15-point programme for the welfare of minorities. The social welfare department had recently issued advertisements and following the due process of bidding, FCS Foundation, Noida has been selected for management of the Dwarka home and GRS Security Services Gurgaon has been selected for Bindapur. The cabinet approved the draft agreement for management, operation and maintenance under strict overall supervision of care quality committee. A sum of Rs 6,016 per inmate per month has been proposed for the Dwarka home which has a capacity of 100 people while Rs 5,509 per inmate per month has been proposed for the Bindapur home which has a capacity of 120 inmates. The agreement will remain valid for 10 years and can be renewed with mutual consent. The land and building will continue to belong to Delhi government and it will be government's prerogative to decide who needs to stay in these homes. The agreement had penal provisions for deficiency of services and the agencies have been asked to provide best possible medical care in the homes including an ambulance. During the review of the welfare programme for minorities — as per provisions of the National Commission for Minorities Act 1992, Muslims, Sikhs, Christians, Buddhists and Parsis have been designated as minorities — the cabinet was told that the department of social welfare has added Mithapur, Savada Ghewara, Aman Vihar, Bawana and Burari to the list of minorities dominated areas in the city and relevant schemes are being now implemented in these areas too. http://timesofindia.indiatimes.com/articleshow/6856472.cms -- You received this message because you are subscribed to the Google Groups "Mental Health Advocacy (News 'N Views) India" group.
