*J&K* : Four days after the army said it had killed a “Lashkar-e-Toiba (LeT) militant” in Poonch district, the victim, say police sources, was an innocent mentally challenged civilian. An officer of the Special Police of Jammu and Kashmir Police and two personnel of Territorial Army have been arrested by the police. The Army has ordered an inquiry into the case. The encounter took place at the Hari Forest in Surankote on Thursday. The Army had then claimed that the deceased who was identified as Abu Usman alias Abu Adnan alias Doctor was an area commander of LeT. The army said it had recovered arms and ammunition from him. The post-mortem has revealed that the victim was mentally challenged. He has been identified as Ashok Kumar, a civilian from Resai. Meanwhile, Chief Minister Omar Abdullah said two security personnel have been arrested in connection with the killing. The encounter was a result of incorrect information and foul play. “The arrested security men have confessed to passing incorrect information to the Army,” said a senior police officer who requested anonymity. “We had incorrect information about him,” said an army source who also asked not to be named. Meanwhile, the Special Investigation Team (SIT) of the Jammu and Kashmir Police that is probing the custodial killing of a youth, Nazim Rashid Shalla, is probing the role of three police personnel of the Special Operation Group from Sopore in the custodial torture and death case, said police sources. Two police personnel have already been arrested in the case. “It is premature to say anything, but they are being questioned,” a police officer said. The government has ordered a magisterial inquiry into the case. The state and national human rights bodies have separately sought reports from the state government in the matter.
