*CHANDIGARH *: A local court on Friday framed charges against Utsav Sharma, the National Institute of Design-Ahmedabad graduate who had attacked disgraced former Haryana DGP and Ruchika's tormentor, SPS Rathore in February last year. The charges were framed under sections 324 (voluntarily causing heart) and section 506 (criminal intimidation) of IPC by the court of SK Sharma. Now the court has fixed November 15 for recording the statements and examining the evidence pertaining to the case. Suffering from bipolar disorder, 29-year-old Utsav had also attacked Arushi Talwar's father Rajesh Talwar in Ghaziabad court on January 25 this year. On February 8, 2010, Utsav had stabbed Rathore thrice on the face when he came out of a hearing in the Chandigarh district and sessions court. Utsav, who had got close to Rathore in the court premises posing as a journalist, was then a student of NID-Ahmedabad. Later an FIR was registered against him under section 324 and section 506 of IPC in sector-17 police station. After preliminary investigation police had found that Utsav's is suffering from bipolar disorder. On February 12, he was granted bail on a surety bond of Rs 50000. Court had also directed him not to leave the country without the permission of the court. Utsav hails from Varanasi and is the only son of Professor Sushil Sharma, who teaches mechanical engineering at IT-BHU and Indira Sharma, a psychiatrist and a professor at the Institute of Medical Sciences, BHU. At present, Utsav is on bail and trial of the case is pending before the court. However on October 14 last year the local police had filed a chargesheet against him with the area magistrate.
