*Dear All * *some good news on The Employment for PMI in KA; not so good on the education side. Read further. * *Employment in GOK for PMI. * The Government of Karnataka has gone one step ahead of the rest in the country in providing job quotas for PMI. According to this Order dt.04.01.2008, the 84th place is designated for Leprosy cured , mentally challenged or MR and PMI. 20 Reserved places vide Order no CASI 53 CNN 2007 has been upgraded to 100 reserved positions .vide GO dt 04.01.2008. ” If these places are not filled in by the prescribed candidates , individuals with other disabilities are recruited”. As per this Order, there are 99 departments wherein Group C and D jobs are reserved for PMI that includes a wide range of jobs from a gardener, Attendants, Sweepers Asst. Librarian, Computer Programmer, Office peons, Dafedars, cooks etc. As per the records, till date not a single candidate has applied and hence the vacancies are filled perhaps by other PDs. Even the GO dated 2008 came to light only in Oct 2011 , rather accidentally! Possibilities of vacancies not being advertised cannot be ruled out! According to the Commissioner for Disabilities Mr.Rajanna, there are no candidates among PMI for the posts and so it goes to other PDS ! Look for GOs of this nature in your State Disability offices ! It is quite possible , some States have done and we are not aware of it ! In 2009, Job Reservation for PDs othe rtahn thos emention in the Act has been made an Enabling provision. So the likelihood of other States cant be ruled out ! *Higher Education for PDs* The 2nd Round Table is schduled for tomorrow under the Chair of the HRD Minister. The ATR does not hold any promise for PMI who are neither excluded nor included. This strange state of affairs is due to the fact that the efforts made by the Ministry is heavily biased in favour of the physically ahndicapped; only in one program the MR is mentioned. The cheerful part of it 3% Reservation for PDS unlike 6% proposed in the RPDA! Yet another step forward is the door to door survey of drop outs of PDs to do mapping of needs. However, I am determined to pursue the issues identified by me in the Last meeting during my participation tomorrow. These are as follows. *Higher Education as a Cognitive –Rehab intervention in addition to principles of Equity and Justice endorsed by Art 24 of UN CRPD. * *· To identify symptom controlled MI population eligible for Higher Education with the help of the Disability Welfare Dept. * *· To offer door step service to those who suffer from deficits in social skills that comes in the way of regular schooling. However, if their cognitive skills are unimpaired, then they have to be provided an opportunity for furthering their education from which they drop out due to illness. * *· To train teachers in psychosocial counseling skills for handling all students.* *· To provide free education in IGNOU and Nehru schools for MI persons irrespective of age barriers. * *· Privacy in exam halls to be provided along with the presence of any persons whom they choose. Permission must be given for food / beverages/ medicines to be supplied to the candidate if and when required. * *· In our experience, most of the youth affected with Sz / Bi-Polar and under treatment do very well in simple Computer skills like data entry ops. So if Vocational Skills are a better option, such courses must be included. * *· Regular screening for mental wellness in Schools and Colleges ( especially at adolescent years). * *· **Stigma busting banners in local Panchayats / Schools / Colleges et*c. *In case anyone has suggestions/ ideas etc. pl address it to the following.* *Mr.R.C.
