*M.S.J.E. refuses to take ownership of N.A.L.S.A.R.'s Draft Country Report on C.R.P.D. implementation* ** *D.N.I.S. News Network, India:* In yet another embarassment to N.A.L.S.A.R. University, Hyderabad, the Ministry of Social Justice and Empowerment (M.S.J.E.) has refused to take ownership of the Draft Country Report on the implementation of the Convention on the Rights of Persons with Disabilities (C.R.P.D.) in India. M.S.J.E. officials called it N.A.L.S.A.R.’s draft with only some inputs from the Ministry at the recently held National Consultation on the Draft Country Report in New Delhi on January 16. This is the second time that the Ministry has refused to take ownership of a N.A.L.S.A.R. product. It has till now not endorsed the draft of the proposed new disability rights law, merely calling it "recommendations" of the Committee. * * Over four years after ratifying C.R.P.D., the Country Report supposed to have been submitted by India in May 2010, is still waiting to see the light of the day! Perhaps M.S.J.E. and its Consultant N.A.L.S.A.R. can take a leaf out of the books of a country such as Cook Islands, which ratified the C.R.P.D. in May 2009, much later than India, and has already submitted its Country Report in December 2011. M.S.J.E. is also yet to resolve with N.A.L.S.A.R. as to what the focus of the Report is to be. Is it a report by the Republic of India highlighting government's work, or that of government aided agencies, or the work of N.G.O.s? If basics such as these are not clear, what has M.S.J.E. and its Consultant been doing for almost two years since the work was commissioned to N.A.L.S.A.R.? The government has now asserted that the entire process of completing the Country Report – which includes revising and compressing the report, re-establishing facts and incorporating feedback from the participants of the Consultation – will be done by end of March, 2012! Whether the government can pull off something in two months, what they haven’t been able to do in two years, remains to be seen.
