I rarely get to read in detail what I share as information, so it was only
when Nirmala asked about people with autism and developmental disabilities
wrt the recent DOPT circular on transfer policy

and disabled dependents and Amrit replied in the negative, that I went back
and checked. Sure enough the description is dated -


> *the word 'disabled' includes (i) blindness or low vision  **(ii) hearing
> impairment (iii) locomotor disability or Cerebral Palsy (iv) leprosy cured
> (v) mental retardation (vi) mental illness and (vii) multiple disabilities.*

- the only saving grace from this otherwise restrictive description is the
word 'includes' and the fact the this is not a definition in the true sense
of the word.

Today I happened to come across the exchange below.

Mr. Srini and others who responded (see eom) are cc'ed on this email. This
needs to be addressed ASAP - I was wondering about the following :

   1. Has any autism / developmental disability / larger disability group
   addressed this with DoPT officially? If so what is the status?

   2. Mr. Srini - did you share this circular when appealing against the
   transfer? If so is there any paperwork regarding reason for rejection of
   your request?
