There are some things to avoid trying cleaning with immersion/submersion -- at 
least the hard disk and the batteries -- and there's usually another internal 
backup BIOS battery to remove along with the main one, and that one usually 
requires disassembly to get to.  Every hard disk has a small filtered 
breather hole, and the reason is that the heads inside the hard disk actually 
ride on a thin film of air -- so they're not completely sealed.

Alcohol may work, but water is generally safer and cheaper.  Without the hard 
disk and the batteries, your friend could probably safely wash the laptop in 
the bathtub with water and wait for it to dry.  I've had to do that on 
several occasions for keyboards and computer parts, and it always worked out 
well, but I've never had to wash a full laptop in the tub thusfar.

Certain computer keyboards have even been designed to tolerate being put 
thought he dishwasher without any disassembly -- on occasion we've done that, 
too (even when they're not designed for it) but that's usually overkill.  
Mostly the diswashable keyboards are meant for hospitals that need to wash 
their keyboards often.
