If you are upgrading with graphical update manager, you can see the changelog entry for each upstream package in the lower window before update. You can also do the same thing with Synaptic if you select the package by name then Package -> Download Changelog On the command line you can see the changelog with: aptitude changelog wget (or whatever package name you like) You can also do it through the web via http://packages.ubuntu.com.
