Using it to verify location for security concerns or licensing issues (e.g., 
the way Femtocells ensure that they're being used within the US before opening 
up a miniature cellular access point for you to connect to).  

locking it down so if it moves (ie, is stolen) it will cease to function, or 
will behave differently.

I'm not saying there's a huge market, but I could see uses for non-mobile GPS.
