This could be a cold solder joint somewhere. Ed Nisley wrote about
this in Dr. Dobbs a lot. Every time you power up/power down everything
expands and contracts. You might not notice it externally, but inside
the solder bubble the connection has separated. I once was able to fix
a bad microwave by touching parts on the main board until I found the
bad connection - then you just have to touch a pencil soldering iron
to it and you're good to go, but you are correct don't mess around
with A/C at all unless you really know what you're doing.
