Sounds like you're looking for an Open Source version of Adobe Lightroom paired with Piwigo. I know of no such Open Source thing that does all that Lightroom does, but assume someone has started a project to mimic it.

Lightroom wouldn't be completely mobile but it would give you good control over your images and allow you to post them just about anywhere. Many of the publishing plugins are written by a small community. Plugins, and most of Lightroom, is written in LUA.

Personally I use Lightroom + Zenfolio. The only reason I don't use Piwigo is because of the ease of ordering prints via Zenfolio + their relationship to MPix.
