This manager was probably either lying or misinformed.  I'm not sure what the
state of the art of image recognition is, but it seems much more likely that
if you were going to guard against abuse, you'd do so with an address blacklist.

But in any case, the problem of encryption and address hiding remains.  A
router can't see a pattern if its in an encrypted stream, and it can't tell
which address you're ultimately connected to if you're connecting through TOR.
And breaking encryption is hard.  The NSA might be able to do it, but
McDonalds service provider almost certainly can't.
