Couple of diagnostic questions:
1) In your last test is that the new mother board with a new PSU ( as in
known working )
2) Are you sure when wiring up the new  MB you correctly connected the
speaker? If red ( positive ) and black ( negative ) were not connected to
the right pins in the header you would not hear a post.
3) You do not mention your video card, how you get video, what type of
connection. Is the video even turning on the display to black?

My best educated guess is that you should re-check your connections also
test the new mother board outside of the case, being very careful to make
sure it's not shorting out against something. Also only connect the bare
minim to get the video to display the bios info. Then work from there.
