It's around 1.55 in the core of a multi-mode fiber (IIRC from my Physics
classes), about the same in single-mode, so the number quoted by
Iljitsch is about right, since v=c/n. 194 Mm/s is "more accurate" (in
the sense anything ambiguous can be).

IIRC it's about .66c. There may be a formula somewhere, but...
