It's not just that, but various exchanges don't take too kindly to
repetitive dialling of the same number.  MODEM manufacturers are also
/supposed/ to program the black listing of certain numbers, so they can
never be dialled (like your emergency services numbers).

I dislike calling new BBS or ISPs except during daylight hours.  When I
joined my first ISP, they told me the wrong number, and I was dialling a
banks customer support line.  They'd received a number of silent calls,
and were wondering what it was (not all MODEMs send the calling tone
while waiting for another MODEM to answer).

(Who runs a BBS, and has had people ring the house phone instead of the
MODEM, continually, at 4 in the morning till he got out of bed, plugged
in the MODEM to the wrong line, and told them to get stuffed via NComm.
I now tell all callers to ensure that their MODEM speaker is active
until another MODEM takes their call.)
