Most people don't replace NICs very often, so it sort of works.

Yes. A serial # is a good idea in principle, in order to reliably
distinguish machines, although it would be better to have it in the MB
than in the CPU. But it's not a good way to handle licensing, due to the
difficulty in *legitimately* transferring software from one machine to
another.
