You must be talking about version 1.22, as 2.2 doesn't have library files
(apart from Javascript.library). Yes, in my old installation of 1.22, the
libs files are just sitting on PROGDIR not a libs directory. Whilst I have
http.library https.library and https_miami.library libraries, I don't have
an ibssl.library.

What version of IBrowse are you using, and can you list the version numbers
of these libs?
