Perhaps the ISP modem is configured for &D0.  It wouldn't surprise me if
even fancy multiplexed digital modem banks still went to pains to emulate
the Hayes modem behavior.  I do know that typing three +s to a program
that echoes on an ISP shell dialup can be a bad idea. :-)
