RI  is such a state.  they want you safe so you can pay every last dime into the corrupt hog-stench filled tax pool, the bastar......  oh never mind.  yes we have to run hl's with wipers.

Don't some states require that the headlights be on when the wipers are on?  Maybe it is a relay to automatically turn on the lights when the wipers are on.

Hahaha.... Three possibilities (and maybe 4): 
It MAY have been a signal and power/ground connection for an aftermarket fog or driving light, or something similar for a water injection or radiator/intercooler spray, or even a car alarm.. 
Have you opened the mystery box?  It may contain a relay or series of relays (disconnect the power and hold the brake pedal down for a few seconds before attempting to open the mystery box). 
One other possibility is that it was used in an aftermarket alert system to warn you if you ran out of blinker fluid and wiper juice.
