Check your data logs to see what the IAC% actually is at 1200 rpm right after startup. There's no reason for it to be any higher during cranking. But if you don't have a prime function on that ECU then you might want IAC% lower during cranking to keep the mixture from being too lean. Simply increasing fuel during cranking is risky because of the risk of flooding when it doesn't fire immediately.
