Check your data logs to see what the IAC% actually is at 1200 rpm right 
after startup.  There's no reason for it to be any higher during cranking. 
But if you don't have a prime function on that ECU then you might want IAC% 
lower during cranking to keep the mixture from being too lean.  Simply 
increasing fuel during cranking is risky because of the risk of flooding 
when it doesn't fire immediately.

Yes, not concerned about mixture, just interested in how open, as a 
percentage of completely open, the OEM ECU holds the idle control motor 
during cold cranking. Currently have it set to 50%, with a post start up rpm 
target of 1200rpm at 0C sliding linearly to 850rpm at 80C.

It sounds like you're asking about the desired mixture but the IAC only 
controls the air ... and thus the idle rpm.  So it should be set to whatever 
you need to achieve ~1200 rpm when the mixture is burning well.
