De-centralization of power was the norm in Europe and Asia for most of  
mankind's existence.
It didn't work.  Before there were expansive monarchies there were  feudal 
warlords (governors of small areas), whose primary purpose was to battle  
other warlords and try to steal whatever it was that they had.
Elected governments are quite different.  
In Democratic Republics, they people elect representatives who are SUPPOSED 
 TO act on their behalf.  To a degree, our elected officials do just  that. 
 Sometimes they act of their own volition, and too often they act on  
behalf of special interests who've contributed ca$h to their election  
campaigns.
...But regardless of influences, and no matter how well our representatives 
 actually represent our wishes, WE, AS VOTERS, make the ultimate decision 
as to  who will represent us NEXT TIME.
 
That sure beats trying to move away from the battling of the feudal  
warlords.
