Just to be complete: Simply to use the html elements for what they where designed for is at least the first step to semantic (x)html. Even more important than microformats and RDFa. If used properly, any single bit of html markup _is_ semantic markup. And, last not least, the rdf and owl effords of the w3c is semantic web, too, although it has nothing to do with (x)html.
