A fuse will suffice.
 If you install the correct size (I would recommend a slow blowing 
type) at each location, and lock the box so they can't replace it 
themselves, you will be able to prevent anyone from going over their 
allotment without the risk of losing power.
 Those who repeatedly blow their fuse will be without power until a 
replacement can be installed, every time it happens.
