Since you desire to sell all, you might as well optimize. the neighbor has to be 
involved. Determining the optimum cap for the site is quite tricky and repeated 
computations has to be made. but you have to have your data (materials cost, energy 
selling price (one of your first stop is to the power utitlity office), and estimates 
on the maintenance) at hand to input in your computations. A short cut is to know from 
existing facilities, which you perceive are of the same type as the one envisaged, 
near you or  situated in a similar area as yours with regards to rainfall, etc. If 
they have a flow data as yours, presented in a graph or flow duration curve, determine 
at what flow and in how many days they are generating at full capacity. Of course this 
is assuming that that plant we are looking into is designed at optimum. Then, having 
your data in a flow duration curve, then determine the flow when the time is as how 
many days the model plant is generating at full capacity. That flow
 quantity shall be taken as the optimum flow. From thence you can determine the 
optimum capacity to be installed in the site. But another thing might govern such as 
the market. can the generated power all be absorbed by the demand? Well, this is going 
to be a lenghty process. 

1900 meters of pipe is long! determine the best route with the shortest penstock line. 
Again there is the optimum size for this thing.  Local information is needed. is 
plastic to that size required available locally? or source is distant. the cost of 
transporting it.
