Dear all, I am project manager on a small scale Hydropower Project in Laos. Nam Nhone Project is a 2.4 MW project with located in in Bokeo province, northern Laos. Laos is not an easy country to start up a business as the administrative tasks can take quite a long time. Nevertheless, our project went through all these administrative obtacles and we are now ready to sign both PPA and CA (Power urchase Agreement with EDL, and Concession Agreement with the Lao government). We planned to start the construction within the end of the year, and we are technically ready as we carried out both Feasibility study and detail design. Our only problem is now to find a decent financing. Despite the strong development aspect of our project as Bokeo is quite a remote province, and its very low environmental impact, our project has been rejected by development banks like ADB and the World Bank, because of its size. We are now negotiating with local commercial Banks, but loan conditions (interest rate around 10% p.a.) are threatenning the project's economical feasibility.
