shabab, Sometimes the old technology works quite well. The mechanics of a flyball type governor work very well. a couple of weighted balls that spin on the end of arms with a linkage that controls a hydraulic valve that operates a cylinder that operates wicket gates or a deflection plate. Set it to speed that you want and forget it. As the shaft spins faster the balls go further out and move the valve which slows the unit down. I am sure that the Internet will show you how.
