I have the following immediate need:

State govt exp required

4 months

 

Would prefer US Citizens, but will take H-1's.

Senior Functional Analyst - Federal Financial Systems

·         Provide SME advice to the requirements, design and development team for the federal financial data mart system - especially on loan management.

·         Analyze and prepare requirements and design documents.

·         Participate in JAD or other meetings to obtain, verify, validate, specify and record requirements.

·         Interact with staff that manage and provide technical support for applications that will interface with the new system to ensure proper data and schemas are used.

·         Interact with private companies that provide loan service management and use the new application.

·         Assist with other SDLC documentation such as operations manuals and users guides.

·         Train users on the application.

·         Assist with user acceptance testing.

·         Provide interface with the security architecture team, the data center team, and the ITA team

·         Assist with test planning

·         Provide post production assistance

·         Critical: Experience on at least two full development projects for federal financial management systems -involving loans (AR, AP, GL, Cash Management, etc), and preferably using Oracle, Microstrategy, and/or Informatica

·         Critical:  Considerable experience in release management activities as a functional analyst

·         Critical:  Experience performing as a functional analyst for a financial management O&M project, preferably involving loans

·         Critical:  Proficiency with Rational tools

·         Critical:  Significant experience in requirements development and traceability through the SDLC of an application - from requirements definition to design to development and testing and post production validation

·         Critical: Experience writing functional/business requirements and preparing functional designs

·         Critical:  Excellent English skills, including strong writing skills

·         Critical: Degree in computer science or related discipline

·         Highly Desirable:  Oracle FEDERAL financials experience (various modules - esp GL)

·         Highly Desirable:  Experience on projects where DataStage ETL tool and Microstrategy were used

·         Highly Desirable:  Experience with application training and preparing user manuals

·         Highly Desirable:  Experience with XML, Oracle, 10g Oracle tools, Websphere tools and systems, TOAD, SOAP, JAVA, C++

·         Highly Desirable:  Competence with MS Project, WORD, EXCEL and PPT

·         Highly Desirable:  Data conversion experience.
