Ah, but if you have a truly enterprise-sized site, then you would want to give
the ability to the architect (whoever is designing and implementing the site
structure) to specify at page-creation time that there is to be a topic
associated with this page, and to create the topic immediately (rather than
having to create page, go to a different section, create topic, go back to page,
programmatically associate page with topic, etc.)

The person who "fills in" the topic and the related topic subtree does not
necessarily (and probably should not in many instances) have access to the page
record controlling its display.

Thus, I intend both methods.
