Of course, the answer to this question will vary depending on whether you are a provider operating routers, or a vendor implementing host stacks. Which is why we are having this discussion. Previous discussions really only considered the network operator case. It's pretty clear that from the host implementation side, RIO is easier than DHCP, because the host already supports it.
