Are all of those auxiliary fuel tanks on the A321 FAA certified?

I couldn’t find a good set of specs on the Airbus site so resorted to Wikipedia:
Airbus offers optional Additional Centre Tanks (ACTs) which hold 3,121 liters (824 US gallons). Up to two can be fitted in the aft cargo hold; the A321XLR adds a third one in the forward cargo hold.
The A321XLR features a Rear Centre Tank (RCT) which has slightly more than four times the capacity of an ACT whilst weighing the same as an ACT and occupying the cargo space of two ACTs. An optional forward ACT can also be fitted.
A A321XLR with the optional forward ACT has the same cargo capacity as an A321LR but without that option it has room for one more LD3-45.
With regard to Eric’s comment about cargo rates down under, I suspect one difference is that there’s far more capacity in the US, especially when you consider one-stops between the coasts. There’s not much in the middle of Australia so except for shorter routes along the east coast most flights are transcons or nearly so.

According to Bob Crandall, "There's no money in cargo." So it surprises me that there would be enough extra cargo capacity on the XLR vs the NEO to make a difference. Are cargo rates in Aussieland that much higher than in the US that cargo revenue is a rational choice for the XLR decision?
